E-Governance in the Dialectics of Development: Possibilities and Realities

Currently, the concept of development has given a different dimension to rights-based
development and empowerment by emphasizing issues ranging from poverty alleviation to
primary education, maintaining biological and environmental balance. Again, the world of
the 21st century is the world of information technology. Where the whole world can be
brought in the palm of the hand. Just as one can witness any issue in the world at the touch
of a finger, one can sit anywhere in India and work as an employee of any foreign country.
As a result, the e-governance established in India with information technology has become
associated with much discussed issues such as human rights and development. Therefore,
the relationship between development, empowerment and e-governance will dominate the
present discussion. In fact, the rural poor and women are socially underdeveloped,
illiterate, low-income and economically weak for various reasons. Besides, lack of access to
knowledge and information, which are the most important components of today's
development process. In this context, there is no doubt that electronic communication
accelerates the development process. No its potential and reality will be reviewed in the
context of empowerment discussions.
